Dr. Julia Richman brings over two decades of clinical expertise, advanced academic training, and regulatory leadership to her work as an expert witness in dental malpractice, licensing, and audit defense matters. Board-certified in pediatric dentistry, she offers a rare combination of hands-on clinical experience, published research, and direct knowledge of Washington State dental standards — having served as Chair of the Washington State Dental Quality Assurance Commission.

Dr. Julia Richman is a board-certified pediatric dentist and Affiliate Assistant Professor at the University of Washington Department of Pediatric Dentistry. She is the owner and principal dentist of Dino Kid’s Dentistry in Covington, Washington, and serves as a pediatric dental specialist at the Puyallup Tribal Health Authority’s IHS Medical-Dental Clinic.
Dr. Richman holds a Doctor of Dental Surgery with Distinction from the University of North Carolina at Chapel Hill, and three concurrent graduate degrees from the University of Washington: a Certificate and Master of Science in Dentistry (Pediatric Dentistry), and a Master of Science in Public Health with a focus on Maternal and Child Health. Her academic work has been published in leading peer-reviewed journals including Pediatric Dentistry, the Journal of Public Health Dentistry, and Clinical Case Reports, with research spanning oral health literacy, preventive care, and caregiver communication.
From 2016 to 2022, Dr. Richman served as a Governor-appointed Commissioner on the Washington State Dental Quality Assurance Commission, ultimately serving as Chair. In that role she reviewed standard-of-care and disciplinary cases, chaired the Continuing Competency Committee, and worked directly with the Commission to develop dental regulations and policy statewide — giving her an exceptionally deep understanding of the regulatory frameworks and professional standards by which dental care is evaluated in Washington State.
